Safety Officer
Location: Chengdu, China Start Date: 1 Sep 2010 Reference: VC1241

Project: Onshore Gas Plant

Duration: 3 years assignment (1 year renewable contract) 

Commencement date: Q3 2010 to Q1 2013

Number required: 3 

Requirement 

·         Minimum Bachelor degree in related field.

·         Minimum 5 years relevant experience in Oil and Gas, Refinery or Petrochemical EPCm project during Construction, Commissioning and hand over to Operation.

·         Have experiences in dealing with Joint Venture Project environment.

·         Have knowledgeable on PRC GB standards and common practices.

·         Have knowledgeable on minimum PRC regulations and other China national legal requirements for the safe execution related to control and automation.

·         Fluency in English on both speaking and writing.

·         Mandarin speaker is preferred. 

Job Description 

·         Provide supervision support and services for effective identification and management of facility HSE hazards (cluster, pipeline and TPO construction and commissioning) including implementation of HSSE Control Framework and monitor and review Project logistics HSE performance; compliance and continuous improvement.

·         Works directly with Project Leaders (incl. the PD, TD and Exploration function) to set facility HSE performance expectations, monitor business and asset HSE/SD performance and address improvement opportunities.

·         Ensures proper facility HSE strategies, systems, policies, standards, and tools are in place and functioning and provides assurance to Project Leaders and HSE Team Lead.

·         Delivers facility HSE support to the Project coordinating resources and efforts with facility HSE counterparts including Emergency Management

·         Leverages best practice and implements learning from incidents throughout regional, business and asset.

·         Engage with partners to positively influence facility HSE standards and performance.

·         Provide advice to Project Management in the management of facility HSE hazards.

·         Perform regular facility HSE audit of contracts.

·         To monitor and direct contractor’s execution plan and performance to meet the project schedules within HSE standards.

·         Inspect and check worksite are safe and the respect HSE requirement and PPE are enforced. Stop work when HSE discrepancies and anomaly found on work and report to the Site Team Leader for further actions.
