Position: Civil Engineer Project: Onshore Gas Plant Duration: 3 years assignment (1 year renewable contract) Commencement date: Q3/Q4 2010 to Q1 2013 Number required: 2 Requirement · Minimum Bachelor degree in related field. · Minimum 5 years relevant experience in Oil and Gas, Refinery or Petrochemical EPCm project during Construction, Commissioning and hand over to Operation. · Have experiences in dealing with Joint Venture Project environment. · Have knowledgeable on PRC GB standards and common practices. · Have knowledgeable on minimum PRC regulations and other China national legal requirements for the safe execution related to control and automation. · Fluency in English on both speaking and writing. · Mandarin speaker is preferred. Job Description · To provide civil/construction engineering expertise to the project in the JV environment by reviewing the AFC design, supervise and inspect the EPC activities in construction (fabrication, installation, and hook-up) and commissioning and handover to operations · Engineering Design Change Control · To monitor the performance of Contractor site personnel and ensure work to be carried out correctly, efficiently and safely in accordance with the drawings, specifications and other approved procedures as required by the Company. · Review civil engineering design and as-built drawings. · Supervise and inspect the integrity of the civil construction works in line with the PRC GB requirements and AFC design. · Ensure EPC construction mark up and subsequent review/verify the drawing to as-built. · Support CSR to ensure the mechanical system is constructed and is fit for purpose, safe operation and with the required system availability. · To ensure that the construction scope of work and timeline is well defined and that the construction activities are aligned with overall project timeline and expectations · To acquaint himself/herself with the project specifications and drawings at the earliest opportunity and is to report any deviations from the Company’s requirements to the CSR for action · To provide construction method and input to design and review and approve from time to time the Contractor’s construction and installation procedures. · Responsible for all civil construction activities and QA matters at site and to ensure that the Contractor executes its daily activities as planned. · To ensure that the Contractor carries out his work safely and that HSE conditions and practices prevail at the work site. This would require focus effort to exercise onsite supervision to deliver full HSE compliance by Contractors. · To resolve all relevant technical queries and liaise with Senior Inspector on any reply of waivers · Liaise with CSR on technical matters and ensure agreed items are implemented. · To monitor and direct contractor’s execution plan and performance to meet the project schedules within HSE standards. · Inspect and check worksite are safe and the respect HSE requirement and PPE are enforced.
